ATF Proposed Rulemaking for Title II Firearms

If you currently use a trust or corp to purchase your Title II firearms so as to bypass a hostile CLEO, or even for convenience if you want to own them jointly with a spouse or other relative, well.. bend over and prepare to be raped. All parties will have to submit fingerprints and photos, and the CLEO signoff is being expanded to include trusts and corps.

Does anyone have a link to something stating where Federal Register entries an bypass Congress to create new laws or modify existing ones?

Cliff notes: Congress gave the agencies under the executive branch the power to write their own regulations, called the Code of Federal Regulations, or CFR's, in order to implement laws that were passed. ATF is using the same power, granted by Congress, that they have to regulate guns that the USFWS has to implement regulations like CatX.
