It depends on what state you're in... And since you're in Washington... I'm actually not quite sure- they recently went through a mass ban on multiple exotic animals, but I don't believe the ring-tailed cat was specifically included. So, they may actually be allowed there and got past the ban. I would not %100 count on that though, it's just an assumption through what I read about it.
It depends on where you get it for the price as well; it can vary a lot. But since I haven't seen any breeders in a while, I can't give you an average. ...I've seen them go around $1,500, I think that's probably what you could expect for one.
And there are multiple states you can have them, and multiple that they are probably banned in, but I don't think I would do great at making a list; it's better to determine from what state you're in/planning to be in...
But, I do believe ring-tailed cats are one of the less-regulated exotics, so you'll probably get "lucky" with them.
Sorry I don't know much about them, I always viewed them as something I couldn't really get, but, I suppose they are more attainable than I had presumed, but, there isn't a plethora of breeders so it will still prove difficult if you're truly interested.
