Not everybody is open to trades, but you can always offer (I recommend making any offers, trade or $$, privately). There really aren't hard and fast rules - a lot of people try to live by the "I won't ship first" rule, but somebody has to, lol. My personal stance on that is that the person suggesting the trade ships first...if somebody approaches me, offering a trade, then tells me he won't ship first, I end the discussion right there.
It is highly recommended that you do your homework before buying or trading with someone you don't know. Check them out on the BOI, ask for references, whatever it takes to make you comfortable. Don't send anything to someone that won't give you a full name, and use caution if the name they give you doesn't match the one they're using (ie, if the name on the account is Harald Moore, but the email says Joe Powley or you are told to ship to Gary Clark)
