No, it's not a crime at all to accept a mis-delivered package. Heck we get stuff for our neighbors dropped at our door at least once a week. Since we run a home-based business it's normal for UPS/FedEx/USPS to show up daily with a stack of boxes. Sometimes we can't go through them all immediately, we just check that there's no obvious damage to the boxes, bring them in, and deal with the packages later. We just take the box to the neighbor later that day. Our regular delivery drivers also have our phone number and they give us a heads-up about 15 minutes before they show up if there's a box big and heavy enough to require the hand truck.
It's odd that someone would accept a package that's COD though, most people know if something they have to pay for is coming in, unless the driver neglected to collect the COD fee. Also the rack the OP ordered is massive - 10-level of the 74 quart sterilite tubs - which also makes it odd someone would accept it. There just aren't that many snake keepers in the world, what are the odds someone random would get that crate and think "WOOHOO IT'S MY LUCKY DAY"?
