I'm sorry no one else has replied to this yet- I'm not the most experienced at this, and to be honest, not knowing the snake, I don't see anything wrong with the scales under her chin.
The bald spot on the side is strange but doesn't look like pics of scale rot I've seen. Has she burned herself against a heating pad or anything? You might be best advised to get her to a Herp Vet.
Betadine (or any other surgical scrub/wash such as Chlorhexadine) is sold in regular pharmacies for human wound disinfection. Check this thread out for a good discussion of scale rot treatment
