Has the under 4inch rule been lifted??

Hey all. I am not an avid turtle guy, but I have a question on the sale of hatchling turtles and tortoises. I attended the Tinley expo in October and was able to purchase several hatchling turtles and a pair of baby redfoot tortoises. Fish & Game was crawling all over the place so I know if they were not legal to sell, the vendor(s) would not be able to offer them to the public. If someone can enlighten me on this subject I would be grateful. Thanks in advance. Rich

They are legal, for "Education and Scientific purposes only". That is how the pet stores around here get away with selling them.

Thats what I thought. I have heard that also. It's all in who you talk to and how you word it. Thanks!
