With the information that Lynn posted, it certainly seems that way.
In fact, the rash of posts made to Michaelfm's account are pretty similar to the ones Chris Taylor made to get himself banned - one word in particular seems a good indication that Chris Taylor (aka David Zachary) got into Mike Masters' account, leaving him unable to access this site.
