The mom is responsible. But at best you could get her to agree to trade back for the balls.
The kid agreed to trade back. Why not just trade back? I know it's a long drive, but maybe you can get the kid's mom to foot the bill for the gas and toll fees for the second trip.

with the way that PA law is written she cannot demand the money from the mom it would have to be recovered in small claim court but she is still legally responsible for it and if she knows that she may want to aviod all the legal stuff be agreeing to whatever. The kid did agree to trade back but he didnt pay her the first time. Im not saying you should sue them however you have the grounds to do so. A private transaction went bad with the goods in question were missrepresented. You have the legal grounds and proof to do so if you should wish. I personaly do not think this kid has the knowlege or resources to properly take care of reptiles.
