I made a trade with Jason Kiper ([email protected]) in early August. It was a straight up trade, my 1.1 breeding sized African House Snakes for his 1.1 Western Hognoses. I shipped the house snakes out on 8/5/02 with a cold pack, and they arrived safely 8/6/02. It was a "driver release", and he agreed to let me know as soon as they arrived. My concern is that a package is going to get to a wrong address, or the recipient isn't going to be there to recieve them. He finally responded the morning of 8/7/02 (24 hours after delivery) that they had arrived safely! Jason lives in Chandler, AZ, and I knew they were starting a heat wave at the time (>100 degrees). I told him I was aware of this, and that he could ship out whenever he felt it was safe. Weeks passed, but we remained in contact. He even told me that the 0.1 house snake had laid 14 slugs on 8/9/02. I told him I wasn't surprised they were slugs, since they hadn't been together since I originally got them in April, but that house snakes lay eggs incessantly.
 The weeks kept passing, and  noticed the temps in Chandler were going down. My questions to him about how soon he would be shipping my snakes started to go unanswered. Finally last week, I asked him flat out, "Do you have the snakes you owe me?". Of course no response. I wrote him asking if he had received my question. He stated that when he opened his e-mail, all of his messages were deleted. I restated the question. After several days of no response, I e-mailed for him to simply get ahold of me. After a couple more days, I sent him a message saying to contact me ASAP. After still no response, I e-mailed him that I expected to hear from him or my next step would be to go to the BOI. That message was sent by me yesterday (Wednesday) morning. This is the response I received today. I'll C&P this as best as I possibly can:

 What a pleasant response! I checked the weather in Chandler right after receiving this message, and it stated the current temperature as 88 degrees, with an expected high of 98 degrees.
 The other ironic thing was that over the last few weeks Jason has been posting ads for other animals. If you check the ads, you will see him selling a retic, a red eyed hypomelanistic savannah monitor (?), 1.1 leopard geckos (9/22), 6.5 leopard geckos (9/14). Several of the ads said that if you would paypal the money by Sunday, he would ship on Monday.
 I cross referenced the address he had me ship the snakes to, and it appears to be an apartment building with 23 occupants, none of which have the last name Kiper.

  He frequently just signs his ads "Jay", and if you go to profile, there is no other information other than he registered 5/3/02 at 13:15.

  I have learned a lot less valuable lessons in life, that cost far more. I will anxiously await my package tomorrow. I don't know what to expect, no package, long dead snakes, no snakes? The possibilities boggle the mind! I will be sure to follow up here tomorrow letting everyone know what I did or didn't receive. But in the meantime, "Be careful out there"!

P.S.- If anyone is really interested, I still have copies of all of our correspondence (there were about 20 e-mails all together). When I did get responses, it was mostly just small talk. Things were quite civil until this last week.
 
wow..i had to read that a couple of times to get the guist of it..it started by sounding like a good guy thing and went downhill right after..
see what happens tomorrow..the emails arent very friendly though ill admit..that part leaves alot to be desired. there was a problem a while back between jason and jody pieper where jason accused jody of some wrong doings..im surprised you didnt see the post on it..anyhow..its the ole wait and see game..hopefully for the snakes sake it all works out ..

I wanted to try and make it as objective as possible by just laying out the facts (with a little sarcasm thrown in). I did see the problem between Jason and Jody, but to tell you the truth, I couldn't really figure out what was going on there. My concern from the beginning has been the animals, that's why I have let it go on as long as it has, waiting for the temps to drop in Arizona. He even has the reusable cold pack that I shipped with my snakes. He could use it to ship the hogs back to me.
 As an aside,  several weeks ago I posted after one of Jay's ads for him to get ahold of me about our trade. After this I received an e-mail from a 3rd party who also told me that Jason owed him 2 pairs of snakes, and that Jason had been avoiding him for several weeks. For now, I'll keep this person out of it, since this situation is between Jason and me. If the other person wants to come forward publically, I'm sure he will. I'm interested in hearing if anyone else has had problems, or if anyone lives near Chandler, AZ?

Did you ship the snakes, Jay?  And why wait so long when the temps were low enough to ship?  I think between you and the weather channel, I will take the weather channels conclusion on what the temp is.  What of these other claims of you owing people snakes.  You have a lot of answering to do.

 I did just check the Accuweather web site, and it is CURRENTLY 90 DEGREES IN CHANDLER, AZ., with an expected high of 99 degrees.
 I think most persons using this site have other commitments in their lives. I know I have plenty of them, but "If you can't walk the walk, don't talk the talk". I wouldn't ever commit to something unless I was sure I could deliver. If you are so concerned about shipping animals, why do your ads (for a retic, and 2 different groups of Leopard Geckos) from a couple of weeks ago say that if PayPaled by Sunday, you would ship Monday?
 Just to be fair, if you want to deposit the $125 I was originally asking for the snakes into my PayPal account, we can call it even. I will eat the shipping.
 Otherwise you can just correspond with me here in public so this doesn't turn into a "he said", no "he said" p**ss*ng match.
 
To be fair, Jay didn't put the "smiley faces" in the above message. Somehow when I copied and pasted his e-mail to this message, this site added the faces where 2 colons were in the original message.

I'm going into Tuesday without any snakes, no money in the PayPal account and no word from Jason since the last message that was seen here. I'm still waiting for; 1.1 western hognoses; or $125 in the PayPal account; or just for kicks, how about sending me the House Snakes back, NEXT DAY AIR, IN AS GOOD OF CONDITION AS YOU RECEIVED THEM IN. I know someone in CA that is trying to feed a hungry Indigo, and maybe I can convince him that that might be the least expensive way for him to go in the long run.
 I'll keep everyone posted until this situation is resolved satisfactorily. Luckily I'm a computer geek, and I can spend every minute of the day looking at my computer.LOL!

I'm looking for any information from people who have had to contact the FBI internet fraud division. Since one party of a trade (me!) never received anything in return, I would assume that it falls under fraud statutes. It doesn't come down to getting something misrepresented, or maybe not quite up to my standards. It involves receiving absolutely nothing in return. I believe this would constitute fraud? Let me hear other persons experiences. Thanks.

Chandler is quite a way from phoenix.  15-20 I think.
But anyway instead of checking the weather for chandler....
Check the weather for phoenix.....Because all shipments will be going out of phoenix.

Weather you are in Glendale, Sun City, Tempe, Mesa, or chandler...all shipments go out of phoenix.

And as a side note.  PlayBoy elected Arizona State University (ASU) as the number one Party school in the USA.  I can't wait to get back there and visit my old stomping grounds. he he he he look out here I come
 
I have checked the temps for Phoenix, and they have been all within about 5 degrees of what was predicted in Chandler. Also, if the temps are so high, why was he advertising several times that he would ship out on Mondays, if he was PayPaled by Sunday? There were at least 2 ads I found, all within the last month. Just do a search under the member name "jay" in all open forums for the last month and you will see his ads.
 
Well I guess sence my name was thrown into this I will add a responce. I guess I may have been telling the truth about him and just to think all those people said that Jay would never do such a thing. He said he has never ripped anyone off well I know I got ripped off and now it has happened to someone else. NO ONE LISTENED. Now he has his feelings hurt and says that he will never come back to this sight. Well I have something to say about that...... Dont let the websight hit you on the way out!! Well I guess I have made my little schpeel so I will go to bed now..

Guess what? It's now the 15th, and I still haven't received anything, including any more e-mails.
Jason, again I say, you have 3 choices:
1. Ship me my snakes before it is too cold here for me to receive them.
2. Send me my House Snakes back, in as good of condition as you received them from me.
3. Deposit $125 into my PayPal account.

 I have also received communications from 2 other people who said that Jason owes them snakes. I agreed to not bring them into this, but I'm sure one is on the verge of posting, if he doesn't receive his animals soon.

 This will be a continuing saga until there is a satifactory resolution: I receive healthy snakes (either the Hognoses or my House Snakes back), I receive $125, or I am notified by the authorities that an appearance ticket has been served.

I just checked, and it's suppused to be in the mid-80's from Thursday of this week throught the beginning of next week (10/17 - 10/21).  So, Jay, are you going to ship now, or what?

Oh my...it's a good thing my deal with Mr. Kiper turned out the way it did and not worse. I have to admit, I did get a really bad feeling after Western Unioning him the money (spending an extra $25 or so) for an adult female monocled cobra or its price would raise to $200 instead of $150. Yeah, I know I shouldn't have, but I was desperate for a female. His description of this snake was that it was a $400 snake, perfect condition, c.b., awesome animal. I guess I should have checked AZ laws before I bought it from him, since it's illegal to own any exotic vens and probably native too. So anyway, the snake arrived in a 4" tall by 6" long by 4" deep box, and this snake is somewhere around 5'!!! Yeah, she was crammed in there. Immediately I'm afraid that the snake is going to be dead, so I open the box, no cushion, just pillowcase and an angry cobra. I open the box, and guess what I see! An adult monocled cobra, slightly emaciated, TICKS (exotic, not native, meaning she was definitely w.c.), scarring, lumps, etc etc, and she's a venomoid! Wow, I was surprised. So after rushing her to the vet and getting her treated for the ticks, internal parasites, and possible mites as larval mites were found in a fecal float, we test her to see if she's a venomoid. She is. This can go a good way, and it can go a bad way. The snake still had stitches on the sides of it's head, so it was done very recently. I was afraid she would refuse food. Well, fortunately it turns out that she is a venomoid, she eats very well, and is really starting to pick weight back up. She has been through one shed, though she needed a bit of help with it. I wrote Jason telling him all this, and he actually told me that he thought it looked kinda funny, but it was his first cobra so he didn't know. He then said if he knew it was a venomoid he would have either kept it or charged me more!! lol. He had no comments to say about her poor condition. So anyway, I've had her for a month or better now, and even have a bf for her. She's a doll really. Very easy to handle, never strikes, and eats prekilled rats like they're going out of style. So this situation could have easily turned out in a bad way (i.e. the snake dying from her awful condition) but instead I was fortunate enough in being able to turn it around. So here's a lesson for anyone reading, before buying a venomous snake (or any snake really), GET PICTURES, MAKE SURE IT'S LEGAL, and for the love of whatever have some reason to trust the person. I'm very happy that I got his snake out of his hands where it probably would have met it's fate, and that she's well on her way back to good health. Hopefully her babies will exibit her awesome temperament.

OK, my turn.

I am one of the other two peolple that Jay has outstanding trades with. In my case I traded non-herp related items for 5 snakes (1.1 West. Hogs and 3 unsexed cal kings)

I shipped my items to his old residence in WI. He did tell me that he was moving and that he would ship when he got settled. After scanning the BOI and finding no post against him, I decided to trust him. "No news is good news" didnt work out this time. It is now October 16th and I still do not have my snakes. THe last email I got last week stated that he would ship in the begining of this week. Now I get one today:

Now we are looking at at least another 2-3 weeks before I get my end of the trade. I think waiting almost 4 months to wrap this trade up is long enough.

Either send me the snakes or Paypal me $200!!!

Should I wait another two weeks? Or should I get together with the other two "victims" and go to the authorities and charge him with Fraud? I like to think most people are honest and that this whole time frame is just a series of high temp and life events that prevented him from honoring his end of the trade, but this is way too long. I started to get questions popping in my head about him after about 2 months, but I checked the temps in AZ and they were too hot to ship. But they haven't been for the past few days. He could have shipped anytime this week and been finished with all three of us.

This has gone on way too long!
