I'll just say this and then shut up on the subject. To equate the sales tax that is imposed on the buyer by the government with a service fee imposed on the seller by the service provider is ridiculous in my opinion. The buyer has no choice but to pay the government's taxation, because he is buying something within the boundaries of that state. However, the seller can choose not to sell via paypal and thereby remove himself from the burden of paying the user's fee.
You can flower it up all you want, but telling paypal that you will not charge a customer that 3% and then turning around and doing it anyway is dishonest. It is also bad business practice in that it does turn off some potential buyers, but that is secondary to the question of honesty in my estimation.
I have used paypal often. Most recently, I purchased some animals from a reputable breeder who offered paypal as an option but did not ask for the fee reimbursement. I figured up how much the "sale price" would have to be for the breeder to not be out one cent, and I sent her that amount via paypal. So, I paid the 3% for that transaction. Not because I thought I owed it to her (and certainly not because she insisted), but rather because I appreciated her courtesy, effort, and honesty throughout the transaction.
Do what you want. You probably won't miss my business one way or the other. But if I see that "add 3%" junk in your ad for the best snakes in the world, I'll settle for second best and move on.
