The problem is GeoCities!

No, really it is. I dont know exaclty what the problem your having is, but they have not had the best working software.
They have went downhill since they merged with yahoo. If your site gets 25 visitors in one day and you have atleast 1 meg in files that they can view. your site will be offline for the rest of the day, becuase you went past the transfer limit.
Here are other free website providers that are not drastically limiting in what they give you for free. You will need a webpage editor seperate from geocities to make your pages with. See the post about frontpage, i linked to one editor similar to the built in editor on their page.
www.atspace.com (free pop3 email to the website adress you choose, example:
[email protected]. they also allow you to have mulitple sites as well) I forget what the space allowed here is, but they allow you to upload via ftp.
www.web1000.com they have various sub domains you can choose from. 50 megs free space and ftp upload. They also allow you to link your photos from other places like forums, which alot of free sites will no longer do.
i have had one of my web1000 acounts get 1,000+ hits a day, with atleast 500 meg-1 gig uploaded daily. I never got my site disconnected or anything else.
