Would it be safe to recycle substrate through baking in an oven for sterilization as long as I spot clean the enclosure? If not, which reptiles would need new substrate?

In short, DON'T! Email notices are to ONLY alert you of a reply to your private message or your ad on this site. Replying to the email just wastes your time as it goes NOWHERE, and probably pisses off the person you thought you replied to when they think you just ignored them. Sand is usually safe to reuse and easy to clean. Use a natural sand though.
I "recycle" natural mulch substrate by dumping it on my vegetable garden. The reptiles get brand new stuff.
I agree with the others. Unless you are using some ridiculously expensive substrate, it isn't worth reusing. Even if it was, I doubt that spot cleaning and baking would sufficiently refresh it.
