Some of you may remember me making inquiries on a Robert Raasch with the email of [email protected]. Well I am still trying to get my money back from him for goods not delivered that were ordered an paid for in full back on 4/13/03.
I am posting all emails that were sent back and forth which should explain the whole situation. There are alot of emails, and at the bottom there is a summary of my opion in this matter.

I can offer an answer to the question you ask. He wasn't backordered when you placed your order. The acrylic wholesaler here in town did get backordered on most acrylic so he ended up seriously slamed when the acrylic bacame available. I will keep in better contact with you.

Shipping them as they are made is fine. I am curious about one thing though. I've been talking with another customer of yours this evening that has been waiting for their rack for over a month now. If your builder was that backed up at the time of my order why didn't you just say "I can't give you an exact ship date due to the work load of the person that builds these for me"?

Quick question for you. The sweaterbox rack holds the boxes that are the size just above the shoeboxes right? If so I have one that has been made but the guy demanded payment thru paypal and will not take this rack. It is white and is in two pieces. Each rack holds 8 of the boxes that are the size above the shoeboxes. Is this right? Would this work? Pease let me know.

It does not allow us to monitor the feeding of each animal, and we believe it adds unneeded stress.
Not delivering on an agreed purchase is unacceptable to most people in the herping, (or any business) for that matter. But when the nondelivery of product begins to affect the livelihood of a business (our business), the situation becomes a dire and urgent one.
Therefore, we are requesting an immediate refund for the undelivered rack ($260). We are requesting that the refund come via paypal. If the refund cannot be done thru paypal, please contact us so that we can agree on another method. I do NOT want the refund to "drag on" for a month (much like the rack has), because we need to replenish our "non-herp" fund with the money we needed to use to purchase another rack.
Also, my husband received the 16 drawer rack yesterday. I believe he was trying to contact you regarding it. We are not happy with the construction of this rack either, and do not believe it was delivered as represented. He will contact you later today to discuss a return and refund of this rack as well.

Yes that is correct. I spoke with Domenick late this afternoon and asked why he made this rack out of 1/8 inch acrylic and he reminded me that it was ordered like that by gentleman who had originally ordered it. I wish I had remembered but didn't because the tubs where in the rack and it seemed sturdy. My first priority that day was to get the rack out to you so I picked it up and had it shipped by 9:00 am. I wish I had checked it out better but I didn't and there is nothing I can do about it now. Sorry bout freakin out on the phone earlier but this is just what happens when you have one of those mental breakdown things.

I just got off the phone with Paypal concerning our transaction. Since the transfer of funds took place more than 30 days ago they can't immediately freeze your account, but you probably already knew that. They are still going to look into the matter though and will be contacting me back within 30 days. They also sent me links to various agencies that I can report internet fraud to including the FBI. I'm giving you ONE (1) last chance to contact me to resolve this issue before I click on all five links that were sent to me to report this incident.

I am making every attempt to get my refund of $260 (I already sold the rack that was shipped, so you don't have to worry about that one) for the rack that has not been delivered. We had a written agreement for payment, via email which I still have, for a refund to be made. You stated that you were going to send it when you got your paycheck the next week. So how many paychecks have you received since then? I don't know why I'm still playing this game with you Robert, its getting VERY old. I can understand a couple of things going wrong from time to time, but this whole situation is out of control. I really thought that taking this matter up with Paypal would bring this issue to an end, but apparently I need to take it even further. At this point Robert, if I don't see some sort of refund by Sunday the 29th of June I will have no problem posting every email pertaining to this matter on the BOI (unedited) as well as forwarding all information to the five internet fraud agencies provided to me by Paypal.
I'm not out to ruin anyone's name here, but you're pushing me into a corner. I've been straight with you, even worked with you to try to get this issue resolved by taking the other rack that was already built. By this time I would have even expected you to come back and say that the other rack had been completed and ask if I wanted it, but nothing, not a word from you in regards to a rack or a refund. All I ever get, if anything, is a "I'm working on it". This is no longer acceptable.

For any of you who took the time to read all of the emails, you can see that I've afforded Mr. Raasch every oportunity to right this situation. It has come to the point that he is no longer answering either number that I have for him nor replying to emails sent to any of the three know addresses that I have for him.
This posting is a final attempt to get Mr. Raasch's attention before getting various internet fraud agencies and his local authorities involved in the matter.

I purchased a rack from Robert in May. While I was originally pleased with the rack (it had 15 hatchling shoeboxes, four juvenile sterilites, and two adult sized ones), once I finally had some hatchlings I found it was useless for that purpose. I lost one of my hatchlings (hopefully not permanently) that hasn't been recovered, and two that were recovered. Now I have 15 cages for which purpose I purchased the rack, and it's only good for a few yearlings and some adults. I did contact Mr. Raasch in late june regarding this problem, and was advised that there was an intentional gap for heat tape (didn't need heat tape in the middle of summer in Arizona). I taped cardboard in the location where the heat tape would go, but still lost one of my best looking hatchlings. So I'm not terribly pleased with the rack, but I haven't tried to ask for my money back. Robert did deliver the rack to my home as we are both located in the Phoenix Area. Just thought I would add my experience to the mix. My basic lesson I learned was that it's better to spend money on my own creation then to pay for someone elses. Next year hopefully I'll have my own hatchling rack that I will build myself and be able to trust my hatchlings to it.

We Still Have No Refund and No Rack Also...

I still havn't gotten a refund or rack system from Robert...

The last I heard from him (June 3rd) was an email stating "we are on schedule to ship out on Friday" and then nothing.

I've tried calling him numerous times, and still call every few days with no luck.

I paid for my rack on April 5th... and it was supposed to be on my doorstep within 2 weeks, I'd say we are a little behind schedule.
 
I believe that Robert delivered the rack to my house on the 2nd of June (it could have been the 3rd or the 4th). I paid him cash at that time. I've emailed him since then and received a response on the 26th of June.

Contact the Chandler Police Department at (480)782-4130 to file a report since he lives in Chandler. With more than one person filing a report, that will get their attention. Chandler can be pretty aggressive when it comes to fraud. They serve more fraud related search warrants than any other valley agency that I know of. Good Luck.
 
Robert was running an auto auction up there. It was for donated cars, either 4-H, YMCA or something like that. You may have some luck tracking him down that way. I also have a photo of him picking up some mouse racks that I will try to post if I can as his truck (maybe plate) is in the photo.

I have had personal experience with the Chandler Police Dept for a fraud incident (the famous Jason Kiper rip-off), and they are very good to work with. The problems with this type of incident is that you need to to have very overwhelming evidence before the District Attorney will file charges. I had over 40 e-mail's and the shipping receipts, but since an ***@aol.com e-mail was used from a local Chandler library computer, the DA said there wasn't enough evidence to conclusively prove that Jason Kiper was the person that I was corresponding with, and even though the package was delivered to his residence and signed for, that it was actually him that signed for it.
Good luck with your pursuit of this issue, but don't be disappointed if you never receive satisfaction. It seems as though the criminals and rip-off artists have the cards stacked in their favor, and they know it.
 
First I just want to be clear. I'm only hear to help and I felt posting this photo may in some way do so as there is a truck driven by the person we're talking about as well as a photo of him and his partner as poor as the photo may be.

I advertised these two racks and Robert wanted them. I mentioned he needed a trailer and what you see is how he showed up. These racks were going to be driven 100 miles like this. My comments on that I will keep to myself but found enough humor in the situation to take a photo of it cause I never thought anybody would believe me. Not to mention I wanted it to be clear I didn't put the racks up there when they fell off and landed on some lawers new Bently.

I too would like to thank everyone that provided some insight on this matter. As much as I really wanted to keep this whole issue out of the forums and try to resolve it privately, Robert just wouldn't allow that to happen.
Robert had mentioned to me in one of our telephone conversations that he was looking at having to claim bankruptcy over this whole rack ordeal, with everyone demanding refunds and the like. When he made that comment to me I was under the impression that he had taken in a rather large number of orders, spent the money before the product was delivered, and found himself in a tight spot when there wasn't any acrylic to make the racks. I can only come to a couple of conclusions out of all of this:
The number of orders that it would take to be so far in debt that you would be pondering bankruptcy would lead me to believe that this thread would have well over 60 posts from other unhappy customers. So obviously that was either a blatent lie, or there are a whole lot of herpers large enough to need racks that don't know about this forum. I'm leaning towards the first one.
I even gave him the benefit of the boubt for some time, believing this story or that story as to why my racks weren't ready yet.

What it comes down to is this: Robert owes Ross money. Robert owes me money. And Robert owes who knows how many other people money that haven't posted here yet. If you are one of those people that Robert owes money/racks to and you don't want to post, please contact me via email at [email protected] so that we can all work together to get what is owed to us. Even if it means filing a report with the Chandler Police Department.

It really is too bad that people from across the country have to email someone in the same area just to get some help rather than the individual involved making good on what they said they would do.

Unfotunately I've already attempted to contact the Chandler Police department only to be told that they would not take my report. They told me that I would have to file the report with my local authorities and then they would be responsible for any contact with them. I'll keep you posted on how that progresses.

So if I were to come to your home town and rob you of $100, right out of your house, you would have to call here to report it? The "crime" (just using it as a figure of speach at this point) took place HERE, not where you are....correct? You sent money HERE and he failed to send you what was agreed to.
Call the Sherrif's numbers, FBI number......call them all, they will get tired of hearing from you and do something, I would think.

Not a really good analogy, bit of a different situation. Your analogy puts both victim and suspect in the same place, not across State lines.

You can blame the lawyers for the jurisdictional problems we have to face. For jurisdictional purposes, this crime happened when the money left PA so there the first report has to be made. Then they can forward it on to Chandler PD with a request for follow-up. It's a pain but that is the way it has to be done. I deal with it everyday.

I can tell you the Sheriff's Dept will not help you since he lives in the Chandler City limits. They only work in the unincorporated areas. Serioulsy good luck with the FBI. I cant even get them to help me and I work in Lawenforcement.
