The general membership was made aware at the time of the enforcement change - it isn't anything new, and there has not been a significant change of the rules, to my knowledge. What changes there were are have been included in the TOS for the BOI. (I think most of it involved the list of warnings). The condensed version, since you must have missed all of this, is that for some time, the rules were strictly policed...then, for a variety of reasons, Rich decided that it was time to relax the enforcement of those rules on the BOI (which, in essence, is a relaxing of the rules). Of course, the there was mixed opinion from the membership - with some preferring the more controlled version, some the lesser. Enter the WWW (Wild, Wild West) threads.
