Why would they do this?
Apologies if this was said as I haven't read this entire thread, but I know the answer to this. SYR really just gets a bulk discount from UPS and passes part of that discount on to the customer (I'm sure everybody knows that part). Because of that, they can never provide a more reliable service than UPS can, only cheaper.
I'm a long time UPS client and I kept hearing different stories about reptile shipping legality, so I called them about 5 years back. Since it was a while ago I can't tell you the reps name, sorry. He told me that NATIONALLY they don't have a policy regarding reptiles, but that each individual office could set up rules regarding what animals they felt were unsafe to ship/receive, and that some offices had "snakes" on that list. He then told me that if I packed the animal well and marked it fragile, but didn't tell the specific shipping office what was in it, that I "should never have any problems".
So really, SYR is just repeating what UPS, the actual shipper, told me.
