Ya, PayPal finds ways to charge their "customers" for anything & everything. At this point, I'll just eat that little bit as I'd rather know that I got the refund & lost some to PayPal than not have it at all.
It's great you got your refund finally after all that trouble.
Of course so many people don't seem to read over the quick tips on paypal that show you are only charged fees if you don't use the "Issue a Refund" function on a transaction(which can be seen in your screenshot). So if they instead send it as a separate payment back to the person, paypal yet again deducts their 3% So he could have avoided the fee if he had refunded you properly, or at least kept in mind that you would be charged a fee and added the 3% on to what he was sending to make up for it.
But again, at least you finally got your money back like you deserved, best outcome you can hope for in most cases.
I was under the impression that PayPal doesn't let the seller issue a refund after 60 days or something like that.
The OP had asked Steve in one of his emails to send the refund as a gift, since the refund time period had elapsed. I guess the shows and things that Steve had to do were more important than seeing that his customer doesn't lose more money.
