That's really messed up. You know a good way to protect yourself if you are a buyer is to buy through paypal but use your credit card as payment. This way if PP won't help you then you can always dispute the charge on the cc.
If the seller doesn't accept PP or credit cards well then there you go.
This happened to me years ago when buying an engine for my hobby car. $10k I paid and the guy sent me a hunk of junk. Got my $$$ back thankfully because I used PP in conjunction with CC.
