More legislation will NOT control this problem, it will only make it more difficult for the 'responsible' reptile keepers to have the animals they love. Laws of this nature may be created for the minority of people who break them, but have a very negative impact on the majority of folks who abide by them.
Maybe this is a bad analogy, but take a look at gun control laws... do they stop criminals from using guns? No. Do the laws that keep minors from buying liquor prevent them from acquiring and using it? No. Do laws that prohibit fireworks here in dry, grassy California keep people from shooting them off on the 4th of July? No.
It's sad, but true. It's a shame that the big snakes, monitors, and iguanas suffer needlessly along with the natural environment because of the ignorance, irresponsibility, and arrogance of the few people that have no regard for the existing laws.
