My name Is Kelcy Decker and I am the mother of Jeff Wise's 16 year old son.
I have known Jeff Wise since April of 1993 and were together on and off for over 10 years.
I know him better than just about anyone. He has been scamming people ever since I have known him. I got sick to death of his hatefulness, abuse, and disgusting degrees of dishonesty and finally left him on Father's Day of 2004.
Jeff is an ex con who did 8 years in prison for repeated automobile theft related charges ... not to mention the numerous stints he did in county jails for theft.
He scammed women from inside prison (I know this from finding several letters to him from at least three women trying to get him to explain why he was trying to get access to their bank accounts, etc.), and I know for a FACT that he was scamming people left and right while he was on parole. I was there and witnessed it. If Jeff Wise was made to pay back all the money he's ripped off from people over the years it would most surely add up to thousands upon thousands of dollars.
This is not the first time he has ripped people off under the guise of a seemingly legitimate business. After he got out of prison and was on parole, he began a landscaping company. Before the season was even over there was at least one person calling every week demanding to know why he hadn’t shown up to take care of their lawns in weeks. Most of these complainants had already paid in full for the entire summer. To this day I do not know what Jeff Wise did with the monies he took. I do know, however, that I paid two of those people back over $280 out of my own tiny paycheck … just to make things right with these people.
This man is a mentally ill, partner/child abusing (fact), deadbeat-dad (fact), sexually abusive (fact), sociopath who has been scamming and abusing people (,even his own family members…fact,) since he was at least 14! He would, and has, ripped off his own mother to get what he wants. He has even ripped off his very best friend. Though, I'm not sure if the best friend has found out about it yet.
He's great at making big, tearful apologies and promising to get help and do better, but is ALWAYS back to his old tricks before you can even turn your back.
His wife is no better. She is a compulsive liar and has been confronted many, MANY times about the whoppers she tells. I filed a complaint with CPS (child protective services) against Christina when my son was 12 because, while my son was visiting his father, Christina gave my son alcohol. my 12 year old son!
They, to my knowledge are currently living in a 5th wheel (outside of MI) and have three small children in their care and, from what I have heard, another one due in August of this year (2011). But They do not stay in the same place for very long because of their various questionable activities and chronic failure to pay their bills (fact). So I'm not positve they are still at the address I have for them.
I only found out about the scams they were pulling last night (Sunday, January 23 2001) but last week Christina Wise told me that Jeff has been abusing her and the children for some time and has threatened to have Christina killed if she leaves. At first I didn't want to believe her because of all the lies she has told in the past. But after listening to her describe the types of abuse Jeff has been dealing out I am certain it is true.
The abuses she described are the exact same types of abuse that Jeff was subjecting myself and my son to. At first I felt bad for her but after finding out last night about what she and Jeff have been up to (, including her scam about having miscarried triplets,) I have lost all sympathy for her. But I am exceedingly worried for these children. Jeff does have an extremely short fuse and was allegedly made to undergo anger management classes while incarcerated. And he is MEAN. I can not stress this enough. Once, when I tried to leave him, he snatched our son out of my arms and barricaded himself in a bedroom. A neighbor had to come over and intervene with threats to call the police to get him out of the bedroom. This man is NOT mentally stable and very much needs help.
DO NOT TRUST THESE PEOPLE WITH ANYTHING!!!!!!
These two people have no empathy for anyone but themselves.

[email protected] I will provide any/all info I have to help these families get justice. Or even if anyone can help put me in contact with the proper authorities, maybe I can at least help them be found so they can be prosecuted.
It disgusts me that he keeps doing this to people! I feel SO amazingly bad for the two families that Jeff and Christina have imposed further heartache upon. I even feel partially to blame because I should have turned Jeff in for breaking the conditions of his parole so many times. But I was afraid of losing what little I had and afraid that our son would end up losing his father after he’d just gotten him back. If I had been stronger then, maybe these two families …or anyone else they’ve ripped off since we separated … would not have suffered further at Jeff and Christina’s hands.
I have MUCH info to provide about his criminal background as well as a possible current address.
