OK I am not taking a side here but as I recently started buying cages, I looked into all this, and decided to go with Vision cages.
Now, on to my thoughts:
As a consumer, I would be greatly alarmed at 6-8 weeks being stretched out so long. Even with the customer changing their mind on shipping, he was contractionally obligated to complete all cages as they had been paid for.
Next, he offered to hold on to everything until the order was completed. He decided to stop working on the cages. Therefore in my experience he can not charge storage.
Now, while the customer did go back and forth on desires after learning of such a increase of 2 times the original quote for shipping. Matt also had a part in the stalling by not completing his contract. Plus if I read it right the customer actually overpaid by about 300 dollars, thus to be used against shipping.

If Matt had finished the goods and then started his storage or holding back I could see it, but for now Matt you need to complete your contract, and suck up the difference. And the customer needs to complete the contract by paying the max'ed out quote for shipping by paying the remaining 500 dollars give or take.
