I watched the video several days ago, so I'm afraid I don't remember the details too well, Craig. But that was the impression I got from him. I could be wrong. I don't have it in me to watch the video again to verify. He was very unprofessional, going off on tangents and more concerned with being funny or witty, plus for some reason there's a second video that's about eight minutes long.
I reported a toucan breeder last August after he twice failed to deliver babies I paid for in advance. My claim was fraud since I sent him the money and he couldn't produce a valid receipt of goods. The breeder was refusing to respond to me, and then he received notice he was being investigated. He finally responded and addressed issuing me a refund, though it took three months from the time I filed the report. It's a completely different case from yours, though, in that mine ran over a year of failure to deliver as promised, and I was the buyer. The length of time, I'm sure, varies depending on the facts and time frame of each case, and acceptable documented evidence.
