My guess is she doesn't have the funds available to refund - not common when you expect a sale to stick, and don't expect a cancellation. Yeah, yeah, yeah - ideally we all have an extra account for payment plans and schedules - and not co-mingle funds, but in reality - who but the big breeders/wholesellers can afford to do so?
It is bad business practice to spend the money before the customer has the the animal and is satisfied.
However, I agree … she likely no longer has the funds.
