A 13-14" female is indeed capable of safely breeding, but there is pretty much no way there would be eight clutches from such a female (unless a single clutch was dribbled out across eight nests of one to two eggs per nest and that is not healthy). More like one to two clutches (I have had a handful of females over the past few years who have dropped one to two clutches of eight to thirteen eggs per clutch) at that size if any.
I hope you get that partial refund and you can get the female healthy again. Unless that male is a gentle breeder for a male sulcata, he may beat up on a smaller girl (and it would be better if his attentions were divided across a harem) in the course of his advances. You may want to find a new home for the male or at least separate him until there are multiple females present with greater heft for the sake of diluting mating stresses.
You were certainly scammed here. The money was taken and the product was heavily misrepresented (6-9" shy of the claimed measurement range and not even remotely capable of producing eight clutches in a season).
I also believe Kate Ellis / Kate Ellis Larkin may be as much involved as any of the other "parties" (which is probably just Charles Pappas using two accounts and names from the current look of things). Perhaps unwittingly. Perhaps in a more complicit fashion.
