Here is Albeys explanation. He captured what I was trying to in his photos much better.
And his pied also has a random black scale in the white.

If you are referring to the pink coloration of some of the scales like in the following two pictures it is a normal occurrence in some Pieds.

One of mine does it occasionally. You know how when Balls are going into shed the belly turns pink, well with some Pieds some of the scales on the body will also turn pink. Most of the time it is gone when they shed. Other times it goes away after a week or so and sometimes it just stays. I wouldn’t worry about it.

I'm saying I've seen it here in Oregon probably because they are cared for poorly. They are NOT WC and they have ticks.

That's museum quality compared to the pictures I take

I knew his pied had the black scales & thought the dorsal marks where just rub marks from a wood hide or such so I had no clue what he was talking about.

If you think that was a poor quality picture, you should have seen the one's he used to subject us to....
I can't view photobucket images here, so I can't double check; but I don't recall the spot looking like a tick, or bulging.

hmmm, I'll admit that some of the current generation cellphones take pretty good pictures, but if you're losing that battle.....well....you probably shouldn't blame it all on the camera.

I wasn't blaming...maybe it WAS my eyesight but the first pictures posted did look like the scale was bulging.
